Guide to regulations, permissions and quality standards

  • 1. Local Development Plan:Consult the County or City Council’s Development Plan to check zoning, land use, building height, plot ratio and permitted uses.
  • 2. Engage a Registered Architect:A fully-certified RIAI architect must prepare and stamp your design, ensuring compliance with Building Regulations, fire safety and accessibility standards.
  • 3. Pre-Planning & Planning Permission:Submit a pre-planning application if needed, then lodge a full planning application including site layout, elevations and environmental reports.
  • 4. Commencement Notice:Serve a Commencement Notice to Building Control at least 14 days before works start, with detailed drawings and specifications as required by Irish Building Regulations.
  • 5. Fire Safety & Disability Access Certificates:Apply for Fire Safety Certificate and Disability Access Certificate from the local authority before or during construction.
  • 6. Construction & Site Supervision:Work must be supervised by the architect and Assigned Certifier, with regular inspections against approved plans and regulations.
  • 7. Certificate of Compliance:Upon completion, the Assigned Certifier issues a Certificate of Compliance (Part B), confirming works satisfy Building Regulations.
  • 8. Final Inspection & Occupancy:After final inspection, you receive an Occupancy Permit, allowing lawful use of the building.
